Beginning November 1, 2025, small and low-risk businesses will be able to obtain Goods and Services Tax (GST) registration within just three working days, thanks to a new simplified registration scheme introduced by the GST department. The initiative aims to streamline compliance and promote ease of doing business for micro and small enterprises.

Who Qualifies for the New Scheme

The scheme targets businesses that meet specific eligibility criteria:

  • Low-risk entities identified through data analytics by the GST system.
  • Businesses that self-assess their monthly output tax liability as not exceeding ₹2.5 lakh, inclusive of CGST, SGST/UTGST, and IGST.
    Participation in the scheme is voluntary, meaning businesses can choose to opt in or withdraw at any time.

The GST Council, comprising finance ministers from the Centre and states, approved this simplified registration mechanism during its meeting held on September 3, 2025.

Government’s Expectations and Implementation

Finance Minister Nirmala Sitharaman, while inaugurating the CGST building in Ghaziabad, announced that the scheme could benefit up to 96% of new GST applicants. She emphasized the importance of ensuring a smooth rollout, stating that “field formations must operationalise the process efficiently and ensure there is no friction.”

To support small businesses during implementation, the Central Board of Indirect Taxes and Customs (CBIC) has been directed to establish a dedicated help desk at GST Seva Kendras across the country, providing guidance and assistance throughout the registration process.

This initiative is expected to simplify tax compliance, reduce processing delays, and foster greater participation of small enterprises in the formal economy.
