The Uttar Pradesh government has announced an increase in Dearness Allowance (DA) for state government employees, raising it from 58% to 60% of basic pay. The decision has been formalised through an official order issued by Additional Chief Secretary (Finance) Deepak Kumar, according to reports.
The revised DA will apply to both active state government employees and pensioners covered under the state administrative system. The adjustment is aimed at partially offsetting the impact of rising inflation and maintaining purchasing power for salaried employees.
DA Revision Extends to Pensioners as Well
Dearness Allowance is a cost-of-living adjustment provided over and above basic salary to help employees cope with inflationary pressures. In the case of retired personnel, a similar benefit is extended in the form of Dearness Relief.
Since DA is calculated as a percentage of basic pay, the actual monetary benefit will differ across pay levels. Employees with higher basic salaries will see a larger absolute increase in monthly earnings, while those in lower pay grades will receive comparatively smaller increments in rupee terms.
Impact on State Finances
Uttar Pradesh is among the largest employers in the country in terms of state government workforce and pensioners. As a result, even a marginal increase in DA leads to a significant rise in overall expenditure for the state exchequer.
Although the government has not disclosed the estimated financial burden of the latest revision, such adjustments typically result in additional annual costs running into several hundred crores, given the scale of beneficiaries.
Alignment With Central Government Structure
DA revisions at the state level are generally aligned with changes announced by the central government. States typically follow the Centre’s lead after similar adjustments are made for central government employees.
Earlier, the central government had also revised DA rates for its workforce. Following that decision, several states including Bihar, Odisha, and Tamil Nadu implemented similar increases. Uttar Pradesh has now joined this list with its latest revision.
Implementation Timeline Yet to Be Clarified
While the government order confirms the new DA rate of 60%, details regarding the effective date and payment of arrears have not yet been specified.
In general, DA revisions are announced twice a year and are linked to inflation trends and changes in consumer price indices. Once implemented, the revised rate will directly reflect in monthly salary and pension disbursements.
Conclusion
With the latest announcement, Uttar Pradesh has revised Dearness Allowance for its state employees and pensioners to 60% of basic pay. The move is intended to provide inflation-linked relief, although it also adds to the state’s recurring fiscal commitments due to its large employee and pensioner base.
