The National Bank for Agriculture and Rural Development (NABARD) has entered into a Memorandum of Understanding (MoU) with the Council on Energy, Environment and Water (CEEW) to strengthen climate-resilient agriculture, enhance green financing mechanisms, and foster sustainable rural livelihoods.
Key Objective of the Partnership
The collaboration aims to develop scalable and inclusive rural climate action models that empower farmers and small rural enterprises to better adapt to climate change. By combining NABARD’s financial reach with CEEW’s policy and research expertise, the initiative seeks to accelerate India’s shift toward a climate-smart rural economy.
Focus Areas
The partnership will work on multiple fronts, including:
- Green Rural Finance: Expanding access to financing for sustainable projects through innovative tools and green capital mobilisation.
 - Sustainable Livelihoods: Promoting diversified income opportunities through climate-smart agriculture, renewable energy enterprises, agroforestry, and green MSMEs.
 - Digital and Policy Infrastructure: Strengthening digital public infrastructure and supporting policy frameworks that advance environmental sustainability.
 
Strengthening Climate Action and Carbon Market Integration
A major component of the MoU focuses on integrating carbon and rural carbon markets to mobilise climate finance at scale. NABARD’s newly established Department of Climate Action and Sustainability (DCAS) will lead these efforts, ensuring climate-proofing across rural projects.
CEEW’s analytical and policy support will help build institutional capacity, enhance access to technology, and expand financial inclusion for climate-resilient agriculture and rural development.
