Highway Infrastructure Limited (HIL), a fast-growing player in the tolling and road management sector, has bagged a major contract worth ₹189.7 crore from the National Highways Authority of India (NHAI). The deal covers toll plaza operations, fee collection, and facility management on the Delhi-Vadodara Greenfield Expressway spur to Jaipur.

Key Contract Details

Under the agreement, HIL will take charge of a 4-lane Greenfield expressway spur connecting Bandikui (near the Delhi-Vadodara expressway) to Jaipur in Rajasthan. The project has been awarded under the Hybrid Annuity Model (HAM) and includes not just toll fee collection but also maintenance of adjacent infrastructure, such as toilet blocks and passenger amenities.

  • Contract Value: ₹189.7 crore
  • Awarding Authority: National Highways Authority of India (NHAI)
  • Operational Takeover Date: September 11, 2025
  • Execution Period: 90 days

The company noted in its exchange filing that the operations contract would help consolidate its role as a trusted partner of NHAI, at a time when India’s expressway and highway expansion is driving demand for professional toll operators.

Additional Win in Uttar Pradesh

Alongside the Rajasthan project, HIL also announced securing another NHAI contract worth ₹69.78 crore for toll collection at the Muzaina Hetim Fee Plaza in Uttar Pradesh. This contract, part of the Gorakhpur–Kasia–UP/Bihar border section of NH-28, spans 365 days and adds further depth to HIL’s regional operations footprint.

Growing Presence in Tolling Business

The new deals highlight HIL’s aggressive push into the toll operations market, a sector witnessing steady growth thanks to India’s record highway construction pace and government focus on expressway connectivity. The Delhi-Vadodara Expressway, part of the Bharatmala Pariyojana, is one of the flagship infrastructure projects aimed at reducing travel time between key economic corridors.

Palak Rathore, Company Secretary & Compliance Officer of HIL, confirmed the developments, calling them a “significant step” in the company’s expansion strategy.

“These projects strengthen our partnership with NHAI and reinforce HIL’s commitment to providing reliable, efficient, and technology-driven tolling solutions for India’s growing expressway network,” the company said in its filing.

Industry Context

India’s tolling industry has seen a shift towards professionalised operations and digital payment adoption, with FASTag-enabled plazas covering almost the entire national highway network. With more greenfield expressways coming online, demand for private players like HIL is expected to grow further.

Industry analysts say contracts like these not only boost revenue visibility for infrastructure operators but also position them to play a critical role in enhancing commuter experience and safety standards on highways.
