
Uttar Pradesh is poised for a major renewable energy expansion, with solar projects worth around ₹35,000 crore planned across the state by 2027–28. The initiative aims to help the state achieve its ambitious solar capacity target of 22,000 MW, supported by both public and private sector investments. The plan includes the development of seven solar energy parks with a combined capacity of 3,700 MW.
Major Projects and Developers
According to Narendra Bhooshan, Additional Chief Secretary (Energy and Alternative Energy Sources), leading renewable energy firms including NHPC, THDC, and Avaada Group will spearhead these projects.
Of the total capacity goal, 8,000 MW has already been commissioned or is under development, while the remaining 14,000 MW will be implemented through solar parks, rooftop installations, floating plants, and standalone solar projects.
Uttar Pradesh has also emerged as the top-performing state under the PM Surya Ghar scheme, highlighting its rapid progress in renewable energy adoption. To enhance infrastructure, the UP New and Renewable Energy Development Agency (UPNEDA) has signed joint ventures with Tusco Limited, Bundelkhand Solar Energy Limited, and Lucknow Solar Power Development Corporation Limited for solar park development.
Rooftop and Floating Solar Initiatives
Under the UP Solar Energy Policy 2022, the state is promoting multiple deployment models to accelerate growth. The Solar Rooftop Scheme has already achieved 900 MW of capacity in the domestic sector, with expansion planned for government buildings through Capex and RESCO models.
The RESCO (Renewable Energy Service Company) model allows consumers to access solar power on a “pay-as-you-save” basis without upfront costs, with ownership transferred after a fixed term.
Additionally, plans are underway to establish floating solar plants across 37 major reservoirs, enabling optimal land use while expanding clean energy generation.
Bioenergy and Rural Development Initiatives
Complementing its solar drive, Uttar Pradesh is also advancing under the Bioenergy Policy 2022, with compressed biogas (CBG) plants producing 250 tonnes per day, among the highest capacities in India.
Further, under the Model Solar Village Programme, one village in every district will be converted into a Model Solar Village, integrating renewable energy with rural development and sustainability goals.
Outlook
With an investment outlay of ₹35,000 crore, Uttar Pradesh’s solar mission represents a transformative step toward energy self-reliance and green growth. By combining solar, floating, and bioenergy initiatives, the state is set to emerge as a leader in India’s renewable energy transition by 2028.
