The Union Government has provided an update in Parliament on the implementation and progress of the Pradhan Mantri Kisan Samman Nidhi (PM-KISAN) scheme. The information was shared in a written reply during Lok Sabha proceedings by the Union Agriculture Minister.

Cumulative Fund Transfers

Since the launch of the PM-KISAN scheme, a total amount exceeding ₹4.09 lakh crore has been transferred directly to eligible farmer beneficiaries. These transfers have been made through 21 instalments, offering income support to farming households across the country.

Scheme Framework and Coverage

The Agriculture Minister stated that PM-KISAN operates as an entitlement-based programme. All farmer families that fulfil the prescribed eligibility conditions are eligible for assistance under the scheme. There are no enrolment targets assigned to individual states, nor are there state-wise budgetary allocations.

Responsibilities of States and Union Territories

State and Union Territory governments play a key role in identifying eligible beneficiaries and validating their details. This process involves verification of land ownership records, linking Aadhaar numbers with bank accounts, and completion of e-KYC formalities to facilitate direct benefit transfers.

Beneficiary Numbers and Disbursement Status

Parliamentary data indicated that over 1.32 crore farmers have been registered under the PM-KISAN scheme. Of these, approximately 1.16 crore beneficiaries have received financial assistance so far.

Factors Affecting Benefit Disbursal

The government noted that payments have not reached more than 13 lakh registered farmers. This has been attributed to pending verification, incomplete land record linkage, or Aadhaar-related issues with bank accounts.

Summary:
More than ₹4.09 lakh crore has been disbursed to farmers under the PM-KISAN scheme across 21 instalments. The entitlement-based programme covers eligible farmers nationwide, with state authorities responsible for beneficiary identification and verification.
