Larsen & Toubro’s Hydrocarbon Onshore business has secured a ‘major’ Engineering, Procurement, Construction and Commissioning (EPCC) order from Bharat Petroleum Corporation Limited (BPCL) for building India’s largest flexible petrochemical facility.
As per L&T’s project classification, the order falls under the major projects category, typically valued between ₹5,000 crore and ₹10,000 crore. The contract has been awarded on a lump-sum turnkey (LSTK) basis for BPCL’s Bina refinery complex in Madhya Pradesh.
Project Scope
The project involves the construction of a Linear Low-Density Polyethylene (LLDPE) / High-Density Polyethylene (HDPE) swing unit, comprising two production trains of 575 KTPA each. The flexible design will enable the plant to switch between LLDPE and HDPE production based on market demand.
Strategic Importance
Once commissioned, the facility is expected to set a new benchmark in India’s polyethylene production capacity. It forms a key component of BPCL’s Bina Refinery and Petrochemicals Expansion Project, which aims to build an integrated petrochemical complex and significantly enhance the refinery’s downstream capabilities.
Alignment with National Objectives
The project supports the Government of India’s Aatmanirbhar Bharat initiative by strengthening domestic polymer manufacturing and reducing reliance on imported petrochemical products. It is also expected to boost value addition within the country’s refining and petrochemicals ecosystem.
Both L&T and BPCL stated that the contract award reflects BPCL’s confidence in L&T’s execution capabilities and its proven track record in delivering large-scale onshore hydrocarbon projects.
