
The Department of Posts has announced a temporary suspension of certain postal services to the United States following the implementation of new customs regulations by the U.S. Administration.
On 30th July 2025, the U.S. government issued Executive Order No. 14324, withdrawing the duty-free de minimis exemption for goods valued up to USD 800. Effective from 29th August 2025, all international postal items sent to the U.S.—regardless of value—will attract customs duties under the International Emergency Economic Power Act (IEEPA) tariff framework. Gift items valued up to USD 100, however, will remain exempt.
New Duty Collection Requirements
As per the Executive Order, transport carriers handling international shipments, along with other “qualified parties” approved by U.S. Customs and Border Protection (CBP), are now responsible for collecting and remitting applicable duties.
While CBP released preliminary guidelines on 15th August 2025, several critical aspects—such as the designation of “qualified parties” and duty collection mechanisms—are still awaiting clarification.
Due to these uncertainties, U.S.-bound air carriers have expressed their inability to accept postal consignments after 25th August 2025, citing a lack of operational and technical preparedness.
Suspension of U.S.-Bound Postal Bookings
In light of these developments, the Department of Posts has temporarily suspended the booking of all categories of postal articles destined for the U.S. from 25th August 2025 onwards, except for the following:
- Letters and documents
- Gift items valued up to USD 100
These exempt categories will continue to be accepted and dispatched, subject to further clarifications from CBP and USPS. The Department is closely coordinating with all stakeholders and is making every effort to restore full postal services to the U.S. at the earliest opportunity.
Refunds for Undeliverable Items
Customers who have already booked consignments that cannot be dispatched under the new regulations may apply for a postage refund.
The Department of Posts regrets the inconvenience caused and assures customers that all possible measures are being taken to resume full postal operations to the U.S. as soon as feasible.
