
Garden Reach Shipbuilders & Engineers Ltd. (GRSE) has signed five Memorandums of Understanding (MoUs) with leading partners in the shipbuilding, port, and infrastructure sectors, marking a significant step in expanding India’s maritime ecosystem.
The agreements were formalized during the ‘Samudra Se Samriddhi’ Mission in Bhavnagar on September 20, 2025, an initiative launched by Prime Minister Narendra Modi under the Maritime Amrit Kaal Vision 2047. This initiative aims to position India among the top five global shipbuilding nations by 2047.
MoUs and Strategic Partners
The MoUs were signed by Cmde A. Vinith, IN (Retd.), Chief General Manager, GRSE, with the following organisations:
- Deendayal Port Authority (DPA), Kandla
- Syama Prasad Mookerjee Port Authority (SMPA), Kolkata
- Indian Port Rail & Ropeway Corporation Limited (IPRCL)
- The Shipping Corporation of India (SCI)
- Modest Infrastructure Private Limited (MIPL)
These collaborations create a structured framework for jointly developing projects across multiple domains, including:
- Newbuild ship construction, including green and low-emission vessels
- Ship repair and retrofitting
- Development of green tugs as per GTTP specifications
- Construction and modernization of port infrastructure, jetties, and berths
- Multimodal logistics solutions and last-mile connectivity
- Related civil, rail, and ropeway infrastructure for ports and terminals

About GRSE
Founded in 1884 as a small workshop repairing vessels for the River Steam Navigation Company, GRSE was taken over by the Government of India in 1960. Today, it operates under the Ministry of Defence as a Schedule ‘A’ Mini Ratna Category I PSU, with four distinct shipyards — a unique infrastructure advantage in India.
