
DCX Systems Limited, a leading Indian defence and aerospace electronics manufacturer, has signed a non-binding memorandum of understanding (MoU) with the Government of Tamil Nadu to establish a radar manufacturing facility in Hosur. The MoU was signed on September 11 at the TN Rising Investment Conclave, attended by Chief Minister M.K. Stalin, and announced publicly by the company on September 12.
Joint Venture with Israel’s ELTA Systems
The upcoming radar facility will be developed through a joint venture between DCX Systems and Israel’s ELTA Systems Ltd and its group companies, a global leader in radar and defence electronics. The project will focus on the development and production of:
- Airborne maritime radar systems
- Fire control radar systems
- Radar technologies for both airborne and land applications
The partnership brings advanced Israeli radar technology into India’s defence ecosystem, aligned with the government’s “Make in India” and self-reliance (Atmanirbhar Bharat) initiatives.
Strategic Location in Defence Industrial Corridor
The facility will be located in Hosur, a key node in India’s Defence Industrial Corridor. The project will operate under the Tamil Nadu Industrial Policy 2021 and the Tamil Nadu Aerospace and Defence Industrial Policy 2022, which provide fiscal incentives, regulatory support, and infrastructure assistance to high-technology manufacturing projects in the state.
By situating the plant in Hosur, the joint venture is expected to leverage the region’s growing aerospace and defence ecosystem while contributing to local employment generation and skill development.
Role of Guidance Tamil Nadu
Guidance, the Tamil Nadu government’s nodal agency for investment promotion and facilitation, will play a central role in supporting the project. The agency will extend infrastructural support, assist in obtaining statutory approvals, and facilitate incentives available under state industrial policies.

This MoU represents a strategic leap for DCX Systems as it moves from being a systems integrator to becoming a manufacturer of advanced radar technologies in collaboration with a global defence leader. The project strengthens India’s defence manufacturing base, supports import substitution in critical radar systems, and positions Tamil Nadu as a key hub for high-end aerospace and defence production.
If successfully executed, the Hosur radar facility could not only meet domestic defence requirements but also open up export opportunities, further cementing India’s role in the global defence supply chain.
